In August, Brazil’s highest court imposed a ban on X (previously known as Twitter) due to its failure to designate a legal representative within the country. This action followed Elon Musk’s refusal to adhere to Brazilian directives aimed at removing misinformation and paying associated fines, which he labeled as ”censorship orders.”
X’s Compliance with Brazilian Regulations
Despite initial resistance, X capitulated in September when Musk discreetly consented to several conditions set by Brazil: eliminating accounts that disseminate false information, appointing a local representative, and settling outstanding fines.
However, this compliance has not come without challenges. By late September, Brazil’s Supreme Court indicated that for X to regain access in the country, it would need to pay an additional $5 million fine on top of an already settled amount of $3.3 million. On Friday, X submitted another appeal for reinstatement in Brazil while asserting that all required fines had been paid.

Brazilian Supreme Court Justice Alexandre de Moraes responded by stating that X must ensure its payments are directed correctly. He noted that once this issue is resolved, the request will be reviewed by Brazil’s prosecutor general.
X’s legal team has reportedly contested claims regarding misdirected funds—approximately $5.24 million—according to court documents reviewed by Reuters. They also argued against needing prior approval from the prosecutor general before resuming operations in Brazil.
